Security Systems Policy  

The Cambridgeshire Constabulary Security Systems Office is responsible for managing Policy relating to Security systems, which include intruder and personal attack alarms, stolen vehicle tracking equipment and remotely monitored CCTV systems.

Cambridgeshire Constabulary follows the Association of Chief Police Officers (ACPO) Police Response to Security Systems Policy, which can be viewed, together with the Notes of Guidance, on the ACPO website (www.acpo.police.uk/policies.asp).

The Policy was first published in 2000, and was described as a living document and is therefore constantly under review. It is regularly updated to reflect developments in technology and procedures agreed by the Security Systems Working Group in consultation with the industry.

The Policy covers the recognition of companies installing security systems, the registration of systems and maintenance of records relating to those systems. The Policy also explains the action that will be taken in relation to systems causing unacceptable levels of false calls. It includes all of the forms necessary for companies to correspond with Cambridgeshire Constabularies Security Systems Office.

The following Appendices have been placed on Cambridgeshire Constabularies website as PDF files for ease of access:

Appendix A – Enables Police Forces to clarify how particular aspects or local variations of the Policy are applied in their respective force area. Companies wishing to install security systems for police response in Cambridgeshire should read the Policy in conjunction with the Appendix A published on the Cambridgeshire Constabulary website.

Appendix BPolicy Agreement Form. Security System companies that wish to become registered with Cambridgeshire Constabulary as Policy Compliant should complete the Appendix B, and send it, along with a copy of their National Security Inspectorate (NSI) or the Security Systems Alarms Inspection Board (SSAIB) Certificate to the Cambridgeshire Constabulary Security Systems Office, Police Headquarters, Hinchingbrooke Park, Huntingdon, Cambridgeshire, PE29 6NP. On receipt of this you will be sent an application form to complete.

Appendix CRequest for a Police Check in Respect of an Application for Employment within a Security System Company. Policy Compliant Companies with an installation Branch Office located within the Cambridgeshire Constabulary force area may use this form to apply, in accordance with the Policy, for criminal conviction checks to be carried out on potential employees.

Appendix FNotification of Intention to Install (including Key), or Variation to an Existing System. Policy Compliant Companies should use this form to apply for Unique Reference Numbers, or to notify amendments to the records of existing systems, such as cancellations.

Appendix F – Annexe AApplication for Restoration of Police Response to an Intruder Alarm. Policy Compliant Companies should use this form to apply for restoration of police response to those systems where response has been withdrawn due to an unacceptable level of false calls.

Appendix F – Annexe BApplication for Restoration or Police Response to a Personal Attack / Hold-Up Alarm. Policy Compliant Companies should use this form to apply for restoration of police response to those systems where response has been withdrawn due to an unacceptable level of false calls.

Appendix GHazards and Site Risk Statement (Health & Safety) / Keyholder Declaration. Policy Compliant Companies should use this form when applying for new URN’s. It must accompany the Appendix F.

Appendix H Police advice to members of the public seeking information on Security Companies. Please note, when investing in security systems for your home or business, it is not advisable to deal with cold callers or telesales enquiries - you should avoid doing doorstep or telephone business. If you have serious doubts about the legality or sales techniques being employed by a security company, you should contact the Police or Trading Standards for advice.
