CCTV MonitorsAn "Operation Requirement", often referred to as an OR, is a formalised document that is compiled by the security co-ordinator or person who has overall responsibility for security.

This may need to be done in conjunction with other interested partners within the organisation to ensure that all needs are met. Basically it is a statement of the needs of the system required. It should be based on a thorough and systematic assessment of the problem to be solved, and anticipated solutions, care should be taken to write it in simple user language. An OR does not just apply to CCTV, indeed it should be introduced for the entire overall security package (Sometimes referred to as a level 1 OR), CCTV being a part (level 2 OR, or individual security measure).

This OR can then be used by a system designer to draw up a "Performance Specification" which should put the attributes into measurable terms, show how it will be measured and ensure legal validity. This ensures that the system is fit for purpose.

An OR makes a useful auditing tool after the system has been installed. Does the camera actually identify someone at the door, if not why? This may be an issue that you could take back to the company that installed and maintains the system to rectify having told them your OR. If a door opens outwards and covers the camera's view it may render it useless. A correctly completed OR should result in a reduced number of problems encountered when a system is installed.

An OR can aid the security teams of an establishment by outlining an overall integrated security strategy or policy and also the relevant and realistic performance goals. This should include a combination of equipment, people and procedures. It may also help you to identify what budgets may be necessary for the ongoing up keep of the security and CCTV system.
